Kizlyar (Russian: Кизля́р; Avar: Гъизляр; Kumyk: Къызлар, Qızlar) is a town in the Republic of Dagestan, Russia, located on the border with the Chechen Republic in the delta of the Terek River 221 kilometers (137 mi) northwest of Makhachkala, the capital of the republic. As of the 2010 Census, its population was 48,984.

Kizlyarsky District (Russian: Кизля́рский райо́н) is an administrative and municipal district (raion), one of the forty-one in the Republic of Dagestan, Russia. It is located in the north of the republic. The area of the district is 3,047 kilometers (1,893 mi). Its administrative center is the town of Kizlyar (which is not administratively a part of the district).

The Kizlyarsky otdel was a Cossack district (otdel) of the Terek oblast of the Caucasus Viceroyalty of the Russian Empire. The area of the Kizlyarsky otdel makes up part of the North Caucasian Federal District of Russia. The district was eponymously named for its administrative center, Kizlyar.
